The Texas Medicaid & Healthcare Partnership (TMHP), a coalition of contractors headed by ACS, carries out the Medicaid claims payment and Primary Care Case Management administrator duties for the State of Texas, under contract with the Texas Health and Human Services Commission. TMHP consists of:

• Affiliated Computer Services (ACS) the contractor that has full responsibility for meeting the contract terms with the state.
• Accenture providing technology infrastructure, application maintenance, program management, and data center operations.
• Computer Associates (CA) providing performance engineering and programming expertise.
• Hewlett Packard (HP) providing hardware and technical expertise.
• MMC Group providing technical and operations staff.
• Health Management Systems (HMS), Inc. providing third party recovery activities.
• SBC Communications providing data and voice connectivity, and network management.
