The Texas Medicaid & Healthcare Partnership (TMHP), a coalition of contractors headed by ACS, a Xerox company, carries out the Medicaid claims payment and Primary Care Case Management administrator duties for the state of Texas, under contract with the Texas Health and Human Services Commission. TMHP consists of:

• Accenture provides technology infrastructure, application maintenance, program management, and data center operations.
• Computer Associates (CA) provides performance engineering and programming expertise.
• Hewlett Packard (HP) provides hardware and technical expertise.
• MMC Group provides technical and operations staff.
• Health Management Systems (HMS), Inc. provides third party recovery activities.
• SBC Communications provides data and voice connectivity and network management.
