1915(c) Waiver Programs

The Texas Health and Human Services Commission (HHSC) administers a number of 1915(c) waiver programs. These waivers allow Texas to use Medicaid funds for long-term home and community-based services for people with disabilities or special health care needs in order to help them live in the community.

The Texas Medicaid & Healthcare Partnership (TMHP) supports the provider community through provider education and training efforts, claims support, and maintenance of TexMedConnect and the LTC Online Portal.

Home and Community-Based Services (HCS)

The HCS program provides individualized services and supports to people with intellectual disabilities who are living with their family, in their own home or in other community settings, such as small group homes.

HCS services are intended to supplement rather than replace services received from other programs, such as Texas Health Steps, or from natural supports, including families, neighbors or community organizations.

Texas Home Living (TxHmL)

TxHmL provides selected essential services and supports to people with intellectual and developmental disabilities who live in their family homes or their own homes.

TxHmL services are intended to supplement rather than replace services received from other programs, such as Texas Health Steps, or from natural supports, including families, neighbors or community organizations.
