Synchronous Audiovisual Technology Telemedicine and Telehealth Services for Healthy Texas Women (HTW)

Beginning February 1, 2022, for the Healthy Texas Women (HTW) program, the Texas Health and Human Services Commission (HHSC) will make permanent the benefits allowed during the COVID-19 public health emergency (PHE) for synchronous audiovisual technology telemedicine and telehealth delivery to match Texas Medicaid coverage of common procedure codes.

All HTW service procedure codes included in the Texas Medicaid Provider Procedures Manual, Telecommunication Services Handbook, will be made permanent for HTW reimbursement when delivered through synchronous audiovisual telemedicine or telehealth. Providers can refer to the Telecommunication Services Handbook for additional information.

To indicate use of the telemedicine or telehealth modality and remote delivery, providers must use the 95 modifier when submitting claims. The telemedicine or telehealth services must also meet applicable state statutory and scope-of-practice requirements.
