Multiple Medicaid COVID-19 Flexibilities Extended and Ending

Note: Texas Medicaid managed care organizations (MCOs) must provide all medically necessary, Medicaid-covered services to eligible clients. Administrative procedures such as prior authorization, precertification, referrals, and claims/encounter data filing may differ from traditional Medicaid (fee-for-service) and from MCO to MCO. Providers should contact the client's specific MCO for details.

This is an update to the article titled “Update to ‘Multiple Medicaid COVID-19 Flexibilities Extended Through April 30, 2022’ to Permanently Implement Rural Health Clinic Flexibility,” which was posted on this website on February 28, 2022.

Some of the Medicaid COVID-19 flexibilities described in the following articles have been extended, and many are ending. Plans for each flexibility are outlined below. The flexibilities in this notice will do one of the following:

  • Transition to interim guidance on May 1, 2022
  • End May 31, 2022
  • Extend to the end of the federal public health emergency (PHE) and end when the federal PHE ends
  • Extend to May 31, 2022, because the article includes teleservices that are being analyzed in alignment with House Bill (HB) 4

School Health and Related Services

Transition to interim guidance on May 1, 2022.

The guidance provided in the following notice will end effective April 30, 2022, because it has been replaced by related interim guidance.

Behavioral Health and Healthy Texas Women (HTW) Plus

Transition to interim guidance on May 1, 2022, or end May 31, 2022.

The guidance provided in the following notices will either end effective April 30, 2022, because it has been replaced by related interim guidance or will end May 31, 2022.

Healthy Texas Women (HTW) and Family Planning Program

Transition to interim guidance on May 1, 2022, or extend to May 31, 2022, because articles include teleservices that are being analyzed in alignment with HB4.

The guidance provided in the following notices will either end effective April 30, 2022, because it has been replaced by related interim guidance or be extended through updated COVID flexibility notices.

Case Management

Transition to interim guidance on May 1, 2022, or extend to the end of the federal public health emergency (PHE) and end when the federal PHE ends.
