The Texas Medicaid & Healthcare Partnership (TMHP), a coalition of contractors headed by ACS, a Xerox company, carries out the Medicaid claims payment duties for the state of Texas, under contract with the Texas Health and Human Services Commission. TMHP consists of:

• Affiliated Computer Services (ACS), a Xerox company, is responsible for meeting the contract terms with the state.
• Accenture provides technology infrastructure, application maintenance, program management, and data center operations.
• Computer Associates (CA) provides performance engineering and programming expertise.
• Hewlett Packard (HP) provides hardware and technical expertise.
• MMC Group provides technical and operations staff.
• Health Management Systems (HMS), Inc. provides third party recovery activities.
• SBC Communications provides data and voice connectivity and network management.
