Additional Telemedicine and Telehealth Services for HTW and FPP Providers

To help ensure continuity of care during the COVID-19 (coronavirus) response, Healthy Texas Women (HTW) will begin reimbursing federally qualified health centers (FQHCs) and rural health clinics (RHCs) as telemedicine (physician-delivered) and telehealth (non-physician delivered) service distant site providers statewide for service dates from March 24, 2020, through April 30, 2020.

Providers can refer to the Texas Medicaid Provider Procedures Manual, Telecommunication Services Handbook and the Clinics and Other Outpatient Facility Services Handbook for more information about the Texas Medicaid telemedicine and RHC service benefits.

Family Planning Program (FPP) will begin reimbursing FQHCs as telemedicine (physician-delivered) and telehealth (non-physician delivered) service distant site providers statewide for service dates from March 24, 2020, through April 30, 2020.

To indicate use of the telehealth or telemedicine modality and that remote delivery occurred, FQHCs and RHCs should use the 95 modifier when submitting claims. The telemedicine or telehealth services must also meet applicable state statutory and rule scope-of-practice requirements.
