Claims Filing For Managed Care Services to Be Updated in TMPPM

Note: Texas Medicaid managed care organizations (MCOs) must provide all medically necessary, Medicaid-covered services to Medicaid members who are enrolled in their MCO. Administrative procedures, such as prior authorization, precertification, referrals, and claims and encounter data filing, may differ from traditional Medicaid (fee-for-service) and from MCO to MCO. Providers should contact the member’s specific MCO for details.

The Texas Medicaid Provider Procedures Manual (TMPPM), Medicaid Managed Care Handbook, section 2.9, “Claims Filing for Managed Care Services,” will be updated on October 1, 2024, to include the following information:

Claims for Medicaid managed care clients must be submitted to the MCO or DMO in which the client is enrolled at the time of service. Providers can contact the client’s MCO or DMO for additional details. Claims for hospital facility charges for inpatient hospital stays for Medicaid managed care clients must be submitted to the program, MCO, or DMO in which the client is enrolled at the time of admission. The responsible party will pay the hospital facility charge until the earlier of either the date of discharge from the hospital, date of transfer, or loss of Medicaid eligibility. Providers must submit the claims with the corresponding prior authorizations for the hospital facility charge to the appropriate entity for reimbursement. Providers can contact the appropriate MCO or DMO for additional details. If Medicaid managed care clients receive other services during an inpatient hospital stay, including hospital professional charges, claims for these services (from the date of hospital admission to the date of release) are submitted to the program, MCO, or DMO in which the client is enrolled at the time of the requested service. The MCO or DMO, as a payor of last resort, does not determine payment based on the primary payor’s (i.e., third-party resource or other primary source of insurance) authorization of services or approval of hospital stays.
