Providers May Use Mother's Medicaid ID When Submitting Claims for Newborns

In accordance with House Bill 3940, 89th Legislature, Regular Session, 2025, providers are reminded that if a newborn child of a Medicaid recipient has not yet been assigned a Medicaid identification (ID) number, the provider may accept and use the mother’s Medicaid ID on any claim for reimbursement under the Medicaid program.

Providers are also encouraged to educate mothers or prospective mothers of newborn children that they may use the mother’s Medicaid ID number until the newborn child is enrolled in Medicaid and assigned a separate Medicaid ID to receive services. This provision helps ensure that newborns have timely access to covered services while enrollment processing is completed.

A new written notice will inform parents and caregivers that the newborn is automatically eligible for Medicaid and that the mother’s Medicaid ID number may be used by providers for claims until the child is assigned a separate Medicaid ID.

The Texas Health and Human Services Commission (HHSC) is issuing this annual notice to Texas Medicaid providers that regularly provide services to pregnant women and newborn children. Providers should share this information with appropriate staff.
