Language Update for Texas Health Steps Orthodontic Dental Services Effective March 1, 2026

On March 1, 2026, the Texas Medicaid & Healthcare Partnership (TMHP) will add Texas Health and Safety Code updates to the “Orthodontic Services Texas Health Steps” section of the Texas Medicaid Provider Procedures Manual (TMPPM), Children’s Services Handbook, in accordance with House Bill 4070, 89th Legislature, Regular Session, 2025.

The following statements will be added for Texas Health Steps orthodontic dental services to align the TMPPM with Texas Health and Safety Code §431.024:

  • Dental providers must comply with mandated record retention and patient counseling standards.
  • Orthodontic services should not be performed without an in-person examination and review of diagnostic imaging by a licensed dentist to ensure patient safety.

Note: Texas Medicaid managed care organizations (MCOs) must provide all medically necessary, Medicaid-covered services to Medicaid members who are enrolled in their MCO. Administrative procedures, such as prior authorization, precertification, referrals, and claims and encounter data filing, may differ from traditional Medicaid (fee-for-service) and from MCO to MCO. Providers should contact the member’s specific MCO for details.
