Delayed Implementation of the Outpatient Prospective Payment System (OPPS) Reimbursement Methodology

Texas Medicaid’s implementation of a methodology that transitions outpatient reimbursements to a new payment system using 3MTM Enhanced Ambulatory Patient Groups (EAPG) is on hold until further notice. The Texas Medicaid & Healthcare Partnership (TMHP) will publish more information about this transition on tmhp.com when it becomes available.

The EAPG reimbursement is based on Healthcare Common Procedure Coding System (HCPCS) codes. A third of the outpatient hospital claims were not included in the initial fiscal estimates related to the implementation of EAPG due to missing procedure codes. Procedure codes must be included on claims for the following reasons:

  • They are critical to price using the EAPG methodology.
  • They inform the analysis process.
  • They help to ensure the accuracy of future rate setting and EAPG modeling.

Providers should review the article titled “Reminder: Use Appropriate Procedure Codes with Revenue Codes on Outpatient Hospital Claims” that was published on October 6, 2023, for information about including the relevant HCPCS codes when submitting outpatient claims. The Texas Health and Human Services Commission (HHSC) requests that all outpatient claim submissions include these codes.
