Username and password required for the HHSC Provider Finance Department (PFD) Open Enrollment Portal open July 1, 2022 – August 1, 2022

The fiscal year (FY) 2023 Open Enrollment period is for the Attendant Compensation Rate Enhancement program, Direct Care Staff Enhancement program and nursing facility liability insurance rate add-ons.

Providers will need to obtain a username and password for the Open Enrollment Portal, which is available for registration starting July 1, 2022. This portal can be used for the FY 2023 Open Enrollment period, which starts July 1, 2022. During the Open Enrollment period, the Enrollment Portal Login Instructions link will be available on the PFD Long-Term Services & Supports (LTSS) website.

Overview

HHSC PFD implemented a new login system to ensure that only individuals authorized to make changes to a provider contract(s) can access and submit the following documents:

  • Enrollment Contract Amendment (ECA) form,
  • Request for Revision (RFR)report, and
  • Nursing Facility (NF) Liability Insurance form (for NFs only).

Create a user account

If you have never logged into the system, you must create your user account.

  1. Click on the Create PFD Portal Account link.
  2. Enter your state email address.
  3. Click “Submit.”
  4. If you are on the list as an employee, the system will email you a temporary password.
  5. Follow the prompts on the screen to complete the process.

Logging in for the first time

Log in to the portal using your username, which is your email address. Enter the temporary password assigned.

Changing Password

Click the “Change Password” link. Follow the prompts to change your password.

Forgot Password

Click the “Forgot Password” link and follow the prompts to receive an email with your new password.
