TMPPM Language Update for Diabetic Equipment and Supplies Home Health

Note: Texas Medicaid managed care organizations (MCOs) must provide all medically necessary, Medicaid-covered services to Medicaid members who are enrolled in their MCO. Administrative procedures, such as prior authorization, precertification, referrals, and claims and encounter data filing, may differ from traditional Medicaid (fee-for-service) and from MCO to MCO. Providers should contact the member’s specific MCO for details.

On October 1, 2023, the Texas Medicaid & Healthcare Partnership (TMHP) will update the Texas Medicaid Provider Procedures Manual, Durable Medical Equipment, Medical Supplies, and Nutritional Products Handbook to clarify benefit language for home health diabetic equipment and supplies.

Authorization Requirements

To be considered for prior authorization, the make and model of a requested device must be included on the following:

  • The complete, detailed written prescribing provider’s order
  • The Home Health Services (Title XIX) Durable Medical Equipment (DME)/Medical Supplies Physician Order Form

Continuous Glucose Monitors (CGM)

Only CGM systems that include the sensor, transmitter, and a dedicated receiver/monitor are a benefit of Texas Medicaid. To be considered for prior authorization, the make and model of a requested device must be included on the Home Health Services (Title XIX) Durable Medical Equipment (DME)/Medical Supplies Physician Order form.

A CGM system that uses a smart device, such as a smartphone, tablet, watch, or a personal computer, as a receiver is not classified as DME and will not be reimbursed by Texas Medicaid.

If inadequate or incomplete information is provided or medical necessity is lacking, the provider will be asked to furnish any required or additional documentation so that a decision about the request can be made.
