Migration to HHAeXchange Portal on November 1, 2023

Program providers and financial management services agencies (FMSAs) that currently use Data Logic/Vesta or First Data/AuthentiCare and have not been approved to operate as proprietary system operators (PSOs) must begin onboarding with HHAeXchange (HHAX) immediately.

If they do not, the Texas Medicaid & Healthcare Partnership (TMHP) will automatically transition these program providers and FMSAs to the HHAX Portal on November 1, 2023. The HHAX Portal is the new state-funded, no cost Electronic Visit Verification (EVV) system.

Failure to onboard with HHAX and use the HHAX Portal on or before November 1, 2023, may cause future EVV claims to be denied or recouped. To assist providers with this transition, the Texas Health and Human Services Commission (HHSC) is currently bypassing EVV claims matching for claims that are submitted for dates of service from October 1, 2023, through December 31, 2023. This means that payers will not deny EVV claims that do not have a matching EVV visit for these dates of service.

Any visits for dates of service on or after the Go-Live date of November 1, 2023, when providers were onboarded, must be captured and maintained in the HHAX Portal. Visits that were captured prior to this date must be captured and maintained in the provider’s previous EVV vendor system. Program providers, FMSAs, and CDS employers that are transitioning to the HHAX Portal will no longer be able to capture visits with DataLogic/Vesta or First Data/AuthentiCare.

Home Health Care Services

Program providers and FMSAs that are new to EVV and providing home health care services must submit an HHAX onboarding form on or before October 31, 2023.
