Attestation Process to Update on February 1, 2024

Note: Texas Medicaid managed care organizations (MCOs) must provide all medically necessary, Medicaid-covered services to Medicaid members who are enrolled in their MCO. Administrative procedures, such as prior authorization, precertification, referrals, and claims and encounter data filing, may differ from traditional Medicaid (fee-for-service) and from MCO to MCO. Providers should contact the member’s specific MCO for details.

Effective February 1, 2024, the Attestation Form for Collaborative Care Model (CoCM) in Texas Medicaid will be removed from the Texas Medicaid & Healthcare Partnership (TMHP) website and made available in the Provider Enrollment and Management System (PEMS). The attestation form should be included with the provider’s enrollment record.

Note: Providers that filled out the attestation form previously must complete the new attestation in their PEMS enrollment record.

Completing the Attestation Process

The following provider types are subject to CoCM attestations:

Providers of CoCM services must complete the attestation form in PEMS to confirm that they have an established CoCM program prior to delivering CoCM services, and that they are actively providing CoCM services consistent with the core principles and specific functional requirements of the model. Once providers have attested, they will be required to reattest upon revalidation of their enrollment record.

Enrolled providers have a grace period of 60 days to attest their CoCM status in PEMS by using the Maintenance-License request type.

Note: Providers can only add the attestation through this request type and cannot make changes to other information in their enrollment record or existing enrollment.

Providers with pending applications must complete the attestation to complete their enrollment application.
