Documentation of Delivery Requirements for Medical Supplies

Note: Texas Medicaid managed care organizations (MCOs) must provide all medically necessary, Medicaid-covered services to Medicaid members who are enrolled in their MCO. Administrative procedures, such as prior authorization, precertification, referrals, and claims and encounter data filing, may differ from traditional Medicaid (fee-for-service) and from MCO to MCO. Providers should contact the member’s specific MCO for details.

Effective for dates of service on or after November 1, 2024, documentation of delivery for medical supplies must include one of the following:

  • A delivery slip or invoice signed and dated by the client or caregiver.
  • A dated carrier tracking document with shipping date and delivery date as confirmation that the supplies were shipped and delivered. The dated carrier tracking document must be attached to the delivery slip or corresponding invoice.
  • If using a third-party distributor, delivery confirmation from the third-party distributor and corresponding tracking number from the third-party distributor’s carrier.

On November 1, 2024, the Texas Medicaid & Healthcare Partnership (TMHP) will update language in the following Texas Medicaid Provider Procedures Manual (TMPPM) subsections to reflect the new documentation of delivery requirements:

  • Children’s Services Handbook, subsection 2.8.3.6, “Documentation of Supply Delivery”
  • Durable Medical Equipment, Medical Supplies, and Nutritional Products Handbook, subsection 2.2.4, “Medical Supplies”
