New All-Payer Transition for OASIS

The Centers for Medicare & Medicaid Services (CMS) is offering an updated web-based training course that provides an introduction to the Home Health Agency (HHA) QRP, as well as an OASIS All-Payer Transition Fact Sheet (PDF) regarding the end of the temporary suspension of OASIS data collection on non-Medicare/non-Medicaid HHA patients.

HHAs have been provided a voluntary grace period from January through June for collecting and submitting OASIS data for adult skilled care patients with a Start of Care and a M0090 date of Jan. 1, 2025, or after for non-Medicare/non-Medicaid pay sources.

Mandatory collection and submission is required for patients having an OASIS Start of Care M0090 date of July 1, 2025, or after.

This does not affect existing Medicare and Medicaid patient requirements, but continues to exclude patients under the age of 18, those receiving maternity services, and those receiving only personal care, housekeeping and/or chore services.

New Final Version of the OASIS-E1 Guidance Manual and Data Set

The final version of the OMB-approved OASIS-E1 is now available in the Downloads section of the CMS OASIS Data Sets webpage.

Update to Providing OASIS Privacy Notices

As required by the HHA Conditions of Participation (COPs), an OASIS privacy notice must be provided to all patients for whom the OASIS data is collected.

Effective Jan. 1, 2025, due to the transition to OASIS data collection for all patients regardless of payer,HHAs should only provide patients with:

  • CMS Privacy Act Statement.
  • Attachment A – Statement of Patient Privacy Rights.

Until further notice, Attachment C – Notice About Privacy for Patients Who Do Not Have Medicare or Medicaid, should not be provided to patients.
