Updated Provider User Guide for HCS and TxHmL Waiver Programs Now Available

The Long-Term Care (LTC) Home and Community-based Services (HCS) and Texas Home Living (TxHmL) Waiver Programs Provider User Guide has been updated to reflect changes to the Texas Medicaid & Healthcare Partnership (TMHP) LTC Online Portal (LTCOP).

Form Submission Sequencing

The LTCOP now prevents local intellectual and developmental disability authorities (LIDDAs) from submitting an enrollment individual plan of care (IPC) without an approved 8578 Intellectual Disability/Related Condition (ID/RC) Purpose Code (PC) 2 No Current Assessment. The 8578 ID/RC PC 2 No Current Assessment must be in “Pending IPC Match” status for the LIDDA to successfully submit an enrollment IPC. This update ensures that forms are submitted in the correct order.

Medicaid Eligibility Reports

The report formerly titled Medicaid Eligibility on the LTCOP Dashboard has been renamed to Lost/Losing Medicaid by end of month. The report previously titled Medicaid Eligibility due in 90 days has been renamed to Medicaid Annual Renewal due within 1 year. Additionally, “Medicaid Recertification Date” is now displayed on the Medicaid eligibility reports. The updates aim to significantly reduce the administrative workload for providers and LIDDAs, ultimately preventing the loss of Medicaid for enrolled individuals due to missed annual renewal submissions.

Providers can access the corrected user guides on the TMHP 1915c Waiver Programs Reference Material web page under the “User Guides” section or on TMHP’s Learning Management System (LMS) by following these steps:

  1. Log into the LMS using an existing account, or sign up to create a new account.
  2. Select the appropriate button to access the user guides in a web browser or to download the files for offline use.

New LMS users can access materials and take courses immediately after they register. Providers can always access computer-based training and additional training materials on the LMS.
