Training Requirements for Existing CPW Program Providers to Be Changed

Note: Texas Medicaid managed care organizations (MCOs) must provide all medically necessary, Medicaid-covered services to Medicaid members who are enrolled in their MCO. Administrative procedures, such as prior authorization, precertification, referrals, and claims and encounter data filing, may differ from traditional Medicaid (fee-for-service) and from MCO to MCO. Providers should contact the member’s specific MCO for details.

Due to House Bill (H.B.) 1575, 88th Legislature, Regular Session, 2023, and policy updates, the training requirements for existing Children and Pregnant Women (CPW) program providers will be changed. Two new trainings are a one-time requirement and must be completed by all existing CPW providers. Starting June 1, 2025, confirmation of completion of the two new trainings will be required as part of an existing CPW provider’s reenrollment or revalidation process. The two new training requirements must be completed as part of the reenrollment or revalidation process before the reenrollment or revalidation application can be submitted.

HB 1575 Trauma-Informed Training Requirements and HIPAA Training

Government Code Sec. 531.654 requires that each provider of program services completes training that is trauma-informed and includes instruction on social services provided by the following:

  • Local governments in Texas
  • Community assistance programs, including programs providing nutrition and housing assistance, counseling and parenting services, substance use disorder treatments, domestic violence assistance, shelters, and domestic violence and coercive control dynamics

Additionally, the Texas Health and Human Services Commission (HHSC) is requiring Health Insurance Portability and Accountability Act (HIPAA) training as a standard requirement for all CPW providers.

Training Requirements Overview

HIPAA training and completion of the one-hour training module resulting from the new HB 1575 requirements must be attested to on your Provider Enrollment and Management System (PEMS) provider record through the Texas Medicaid & Healthcare Partnership (TMHP).

The HB 1575 training module is available now and can be found at Medicaid Case Management Services for Children and Pregnant Women in Texas on the Texas Health Steps website. The HIPAA training can be obtained through any source available to the provider.

CPW providers are also required to complete the following:

CPW providers enrolled effective 12/1/2024 or after, nurses, social workers, doulas, and community health workers (CHWs)Completing required attestation and uploading proof of HIPAA training. HB 1575 training was incorporated into the standardized case management training and is not required to be attested to again.
