Updated Provider User Guide for HCS and TxHmL Waiver Programs Now Available

The updated Long-Term Care (LTC) Home and Community-based Services (HCS) and Texas Home Living (TxHmL) Waiver Programs Provider User Guide is now available.

The user guide now reflects the latest updates to the Texas Medicaid & Healthcare Partnership (TMHP) LTC Online Portal (LTCOP).

Improved Submission Process for IPC Forms

In the past, local intellectual and developmental disability authorities (LIDDAs) could not submit an enrollment individual plan of care (IPC) if the Intellectual Disability/Related Condition (ID/RC) Purpose Code 2 (PC2) assessment was in “Medicaid ID Pending” status—even when the Level of Care/Level of Need (LOC/LON) had already been approved. This caused delays for individuals waiting to hear whether they are eligible for Medicaid.

To correct this, TMHP has enhanced the LTCOP. Now, LIDDAs can submit an enrollment IPC form if the ID/RC PC2 assessment history shows an approved LOC/LON status (either “LOC/LON Approved” or “LOC Approved/LON Modified”).

This update applies to the 3608 and 8582 enrollment IPC forms and eliminates the need to manually adjust any affected applications. It also helps to streamline the enrollment process and minimizes delays for individuals who are waiting for Medicaid approval.

How to Access the User Guide

Providers and LIDDAs can access the updated user guide in one of the following ways:

New LMS users can access materials and take courses immediately after they register. Providers can always access computer-based trainings and additional training materials on the LMS.
