HHSC has published Information Letter 2025-20 Impact of Rider 32 on People with Medicare and Medicaid Enrolled in a Fee-for-Service 1915(c) Waiver Program. This letter clarifies for Community Living Assistance and Support Services (CLASS), Deaf Blind with Multiple Disabilities (DBMD), Home and Community-based Services (HCS), and Texas Home Living (TxHmL) program providers that dually eligible people age 20 and older in these programs will continue to receive Medicaid acute care and long-term services and supports through fee-for-service (FFS) Medicaid on and after September 1, 2025.
