Correction to the TMPPM Client Eligibility Handbook

On February 1, 2026, the Texas Medicaid & Healthcare Partnership (TMHP) published a correction to the Texas Medicaid Provider Procedures Manual (TMPPM), Volume 1: Client Eligibility, subsection 4.1.5, “Newborn Eligibility.”

The note now states:

“Claims submitted for services provided to a newborn eligible for Medicaid may be filed using the mother’s Medicaid identification number until the newborn’s individual Medicaid identification number has been assigned.”

Note: Texas Medicaid managed care organizations (MCOs) must provide all medically necessary, Medicaid-covered services to Medicaid members who are enrolled in their MCO. Administrative procedures, such as prior authorization, precertification, referrals, and claims and encounter data filing, may differ from traditional Medicaid (fee-for-service) and from MCO to MCO. Providers should contact the member’s specific MCO for details.
