RHC and FQHC Reimbursement for Telemedicine (Physician-Delivered) and Telehealth (Non-Physician Delivered) Services

To help ensure continuity of care during the COVID-19 (coronavirus) response, the Children with Special Health Care Needs (CSHCN) Services Program will begin reimbursing federally qualified health centers (FQHCs) and rural health clinics (RHCs) as telemedicine (physician-delivered) and telehealth (non-physician delivered) service distant site providers statewide for service dates from March 24, 2020, through April 30, 2020.

FQHCs can continue to bill for telemedicine services rendered by affiliates, although an affiliate agreement is not required for an FQHC to be reimbursed as a telemedicine or telehealth distant site provider.

To indicate use of the telehealth or telemedicine modality and that remote delivery occurred, FQHCs and RHCs should use the 95 modifier when submitting claims. The telemedicine or telehealth services must also meet applicable state statutory and rule scope-of-practice requirements.
