Members Sought for the Hospital Payment Advisory Committee

Last updated on

If you are interested in hospital financing issues, including disproportionate share hospitals, uncompensated care, and directed payment programs that affect Texas hospitals, especially hospitals in rural areas, you may want to apply to be a member of the Hospital Payment Advisory Committee (HPAC). The Texas Health and Human Services Commission executive commissioner will appoint members to the HPAC to serve a term that expires December 31, 2026. Applications are due by 11:59 p.m., March 15, 2021.

HHSC will consider applicants' qualifications, background, and interest in serving on the committee and will try to choose committee members who represent the diversity of all Texans. For this reason, HHSC considers applicants' ethnicity, gender, and geographic location.

  • Review the linked application letter for details, including the necessary qualifications for members.
  • After reviewing the application letter, if you verify that you meet the qualifications for at least one category, click on the application linked here to apply to be on the committee.

Electronically submitted applications are preferred, but you may submit the application by email, mail, or fax. The addresses are as follows:

The HPAC member must participate in committee meetings regularly and may also be required to participate in subcommittee meetings, projects, and presentations. Committee meetings are held about once every three to four months in Austin or at the call of the presiding officer. Due to travel restrictions from COVID-19, committee meetings are currently being held virtually, but we expect to resume in-person meetings once travel restrictions are lifted and it is deemed safe to do so.

To the extent permitted by the current state budget, a committee member who receives services from HHSC or is a family member of a client may be repaid for their travel expenses to and from meetings if money is available and in accordance with the HHSC Travel Policy. Other committee members aren’t paid to attend or travel to and from committee meetings.

For more information about the committee visit the HPAC website or contact Caroline Sunshine.
