HB4: ECI TCM Telehealth Delivered by Synchronous Audio-visual or Telephone (Audio-only) Technology

Effective for dates of service beginning May 1, 2022, the Texas Health and Human Services Commission (HHSC) will implement interim guidance in line with House Bill (H.B.) 4 (87th Legislature, Regular Session, 2021).

This notice will serve as interim guidance for reimbursement of early childhood intervention (ECI) targeted case management (TCM) services delivered by synchronous audio-visual or telephone (audio-only) technology until future Texas Medicaid Provider Procedures Manual updates are finalized.

ECI TCM services may be delivered through synchronous audio-visual technologies, in person, or by telephone (audio-only). Providers should bill all TCM services, regardless of method of delivery, using procedure code T1017. When providing TCM in person, providers should add modifier U1. When TCM is provided through audio-visual or telephone (audio only) technologies, providers should use modifier 95 to indicate that telehealth delivery occurred.
