Update to “EVV Visit Transactions Rejecting with Ex0002C”

The following is an update to the article titled, “EVV Visit Transactions Rejecting with Ex0002C” that was published on this website on February 13, 2023.

Texas Medicaid & Healthcare Partnership (TMHP) has addressed the issue of the Ex0002C visit rejections by reverting to the provider look-up process that was used before January 30, 2023. TMHP has made this change because some of the Electronic Visit Verification (EVV) visit transactions were being incorrectly rejected with the message “Ex0002C: Provider NPI cannot be validated as active for the visit date.”

TMHP has worked with EVV vendors and Proprietary System Operators (PSOs) to reexport their Ex0002C rejected visits that occurred between January 30, 2023, and February 23, 2023. TMHP has also confirmed that the incorrect visit rejections are no longer occurring.

Program providers and financial management services agencies (FMSAs) that still have visit transactions that were incorrectly rejected should contact their EVV vendor system to reexport their Ex0002C rejected visits for the dates listed above. By reexporting the rejected visits, they will be accepted.

Note: Legitimate rejections may still occur if the provider information does not match the EVV Aggregator provider reference data.

TMHP is actively working on a solution to improve the EVV Aggregator provider look-up process. Once it’s fully tested and approved by the Texas Health and Human Services Commission (HHSC), TMHP will release the changes and communicate with providers before the changes are deployed.

Program providers and FMSAs are encouraged to consult the Electronic Visit Verification (EVV) Visit Transaction Rejection Guide for information on how to identify errors and take the necessary steps to correct the rejected EVV visit transactions.

Note: Program providers, FMSAs, and PSOs must verify that their visits are accepted in the EVV Aggregator before they submit a claim.
