TMPPM Update of Elevated Blood Lead Level Indication in Texas Health Steps Environmental Lead Investigations

Note: Texas Medicaid managed care organizations (MCOs) must provide all medically necessary, Medicaid-covered services to Medicaid members who are enrolled in their MCO. Administrative procedures, such as prior authorization, precertification, referrals, and claims and encounter data filing, may differ from traditional Medicaid (fee-for-service) and from MCO to MCO. Providers should contact the member’s specific MCO for details.

On July 1, 2024, the Texas Medicaid & Healthcare Partnership (TMHP) will update the Texas Medicaid Provider Procedures Manual (TMPPM), Children’s Services Handbook, subsection 4.3.12.6.6 “Required Laboratory Tests Related to Medical Checkups,” to change the elevated blood lead level reference value (BLRV) from 5 micrograms per deciliter (mcg/dl) or higher to 3.5 mcg/dl or higher.

This updated value will apply to Texas Health Steps Environmental Lead Investigations.

This update will align the TMPPM with the Texas Department of State Health Services (DSHS) changes, effective January 1, 2023, and the Centers for Disease Control and Prevention (CDC) recommendations.
