Clarification: MDS Effective Dates and PDPM LTC Calculations

This article explains how dates within the Minimum Data Set (MDS) affect the Patient Driven Payment Model for Long-Term Care (PDPM LTC) and how effective dates appear on the Medicaid Eligibility and Service Authorization Verification (MESAV) report.

Determining Effective Dates

The Texas Health and Human Services Commission (HHSC) has not changed the method for determining the effective date of an MDS level with the implementation of PDPM LTC.

The effective date is determined as follows:

  • An MDS admission assessment is effective beginning with item A1600 (Date of Entry).
  • All other assessment types are effective beginning with Z0500b (Date Signed as Complete).

Dates for PDPM LTC Calculation

The A2300 ARD determines when PDPM LTC algorithm is applied. The PDPM LTC algorithm is applied to:

  • MDS assessments that have an A2300 ARD of September 1, 2025, or later.
  • Admission assessments that have an A2300 ARD and A1600 date of September 1, 2025, or later.
