Reminder: Medicaid Skilled Nursing Facilities Must Enroll in Medicare Before Medicaid Enrollment

Effective September 1, 2025, the Texas Health and Human Services Commission (HHSC) will not require Long-Term Care (LTC) nursing facilities to submit evidence of Medicare enrollment before approving Medicaid enrollment. This policy guidance replaces the previous guidance titled “Update: Requirement for Medicaid Nursing Facilities to Enroll in Medicare Prior to Medicaid Enrollment,” and all subsequent updates.

HHSC is extending the date when they will require LTC nursing facility providers to enroll in Medicare before enrolling in Medicaid. This extension aligns the requirement with the implementation of successor liability agreements. When HHSC does enforce the requirement, they will notify providers in a future article.

Note: This exemption only applies to LTC nursing facilities. Acute care skilled nursing facilities are still required to submit evidence of Medicare enrollment.
