Texas Health and Human Services Commission (HHSC) is committed to Employment First, the philosophy that employment in the general workforce should be the first and preferred option for people with disabilities. Simply put, real jobs, real wages, earning minimum wage or better.

This Employment First principle includes several initiatives, such as statewide employment services training and proof-of-concept projects.
