Telecommunications and Teledentistry Services to Be Updated in CSHCN Services Program Provider Manual

On August 14, 2026, the Texas Medicaid & Healthcare Partnership (TMHP) will update the Children with Special Health Care Needs (CSHCN) Services Program Provider Manual to revise record retention requirements for telemedicine medical services, teledentistry dental services, and telehealth services. This update is made as specified in House Bill 1700, 89th Legislature, Regular Session, 2025.

Telecommunications

TMHP will add the following language to the CSHCN Services Program Provider Manual, Chapter 38, “Telecommunication Services Handbook,” subsection 38.2, “Benefits, Limitations, and Authorization Requirements”:

“Health professionals who deliver telemedicine services must follow applicable Texas statutes, including the Texas Occupational Code, Title 3, and any rules and standards established by their respective licensing or certifying board. This includes all requirements for obtaining and documenting informed consent for treatment, data collection, and data sharing, while ensuring the privacy and security of patient data in compliance with all record retention requirements.”

Diagnostic Dental Services

TMHP will add the following language to the CSHCN Services Program Provider Manual, Chapter 14, “Dental,” subsection 14.2.3.3, “Teledentistry Services”:

“CSHCN Services Program dental providers that deliver teledentistry services must follow applicable Texas Statutes, including the Texas Occupational Code, Title 3, and any rules and standards established by the Texas State Board of Dental Examiners (TSBDE). This includes all requirements for obtaining and documenting informed consent for treatment, data collection, and data sharing, while ensuring the privacy and security of patient data, in compliance with all record retention requirements.”
