SFY 2025 Financial Compliance Report Now Open in STEPS

HHSC has transitioned to a web-based application to collect information from providers for Medicaid and non-Medicaid financial compliance reports. The new system, the State of Texas Electronic Provider System (STEPS), updates and streamlines financial compliance reporting.

HHSC will begin collecting state fiscal year (SFY) 2025 Financial Compliance Reports (FCR) on July 20, 2026. The due date for the SFY 2025 FCRs is Sept. 18, 2026. Completing the SFY 2025 FCR is voluntary.

HHSC PFD Long-term Services and Support (LTSS) provides the LTSS Report Program Specific Instructions and Resources webpage to help providers complete cost reports and financial compliance reports.

CPC Providers

HHSC will not request an FCR from providers delivering only CPC services because information needed to implement the CMS payment adequacy provisions was already reported in the SFY 2025 CPC cost report. However, providers that also delivered other services subject to payment adequacy reporting requirements may submit an FCR for those services if requested. The CPC section will appear on the FCR for all providers; however, units of service and revenue data will not be prepopulated in that section. Providers will see prepopulated data for any services they are being asked to report.

Requirements for Users and STEPS Access

Primary entity contacts, financial contacts, and cost report preparers must complete the web-based FCR training before they can prepare, act on or certify an FCR. The required training module is available for enrollment in STEPS. The SFY 2025 FCR Training Unit Matrix (.pdf) is available to view.
