QIPP SFY 2027 Baselines and Quarterly Targets

HHSC has published state fiscal year (SFY) 2027 Quality Incentive Payment Program (QIPP) for Nursing Facilities, facility-level baselines, program-wide benchmarks, quarterly facility-level targets, and program-wide baseline averages in the Excel file titled “QIPP SFY 2027 – Baselines and Targets” found under the “QIPP Year 10 (SFY27) Related Documents” section on the Provider Finance QIPP webpage.

Methodologies for determining facility-level baselines, program-wide benchmarks, and links to data sources, are included in the updated PDF “QIPP Pay-for-Performance Quality Requirements: SFY 2027”.

HHSC submitted a SFY 2027 QIPP preprint amendment, including the facility-level baselines, to the Centers for Medicare & Medicaid Services (CMS) and plans to publish the SFY 2027 Quarter 1 scorecard no later than March 2027. Payments made in accordance with the scorecard may be subject to adjustment based on CMS approval of the preprint amendment.
