Revised IL No. 2026-25 Published: Prohibition on Charging Additional Fees for Individualized Skills and Socialization in DBMD, HCS & TxHmL

HHSC has published revised Information Letter (IL) No. 2026-25 on Sept. 2, 2026, which clarifies that program providers must not charge individuals or their families additional fees for individualized skills and socialization services reimbursed through the Deaf Blind with Multiple Disabilities (DBMD), Home and Community-based Services (HCS) and Texas Home Living (TxHmL) waiver programs.
