New Financial Management Services Agency (FMSA) Monitoring Tool Begins Oct. 1

Texas Health and Human Services Commission (HHSC) Provider Monitoring will begin using a new FMSA Monitoring tool for FMSAs providing financial management services to individuals enrolled in Community Living Assistance and Support Services, Deaf Blind with Multiple Disabilities, Home and Community-based Services, Texas Home Living, and Primary Home Care beginning Oct. 1, 2026.

The new FMSA Monitoring tool brings contract and fiscal monitoring review elements into one streamlined monitoring instrument. This change is intended to reduce duplication, support a clearer review process, and help FMSAs better understand monitoring expectations during formal and intermittent monitoring reviews.

The new FMSA Monitoring tool includes the following standards:

  1. Enrollment/Transfer-In
  2. Transfer-Out/Terminations
  3. CDS Employees
  4. Budget
  5. Quarterly Budget Reports
  6. IRS and TWC Submissions
  7. Employee Payroll and Taxes
  8. Billing
  9. Notifications of Incidents, Issues, or Concerns
  10. Policies and Procedures

FMSAs who are monitored on or after Oct. 1, 2026, should review all monitoring notifications carefully. FMSAs must continue to provide requested records by the required due dates and submit documentation using HHSC-approved, secure methods.
