HCS and TxHmL Waiver Programs: Trending Issue Support, Volume 2

Last updated on

Since May 2, 2022, Home and Community-based Services (HCS) and Texas Home Living (TxHmL) program providers, local intellectual and developmental disability authorities (LIDDAs), and financial management services agencies (FMSAs) billing on behalf of consumer-directed services (CDS) have been submitting claims and forms to the Texas Medicaid & Healthcare Partnership (TMHP). TMHP has received feedback from providers indicating that additional support is required. Resolutions to the most frequently reported issues may be found in the table below.

Using the Line Item Control Number (LICN) Field

Providers submitting claims for HCS and TxHmL services using the TMHP claims submission tool, TexMedConnect, will need to use the LICN field to identify the individual who provided the HCS and TxHmL service. Proper use of the LICN field will prevent claim mismatches, denials, or rejections.

To locate the appropriate service for the LICN, providers should reference the Home and Community-based Services (HCS) and Texas Home Living (TxHmL) Bill Code Crosswalk on the Long-Term Care Bill Code Crosswalks webpage.

Providers can find step-by-step instructions on filling out the LICN field in the Long-Term Care (LTC) User Guide for TexMedConnect, Appendix: Using the LICN Field for HCS and TxHmL Waiver Programs

Frequently asked questions about the LICN can be found in the HCS and TxHmL Waiver Programs Frequently Asked Questions document. Providers can find additional detailed information about submitting claims to TMHP in the HCS and TxHmL TexMedConnect Claims Submission Webinar recording.

Compatible Internet Browsers for the Long-Term Care (LTC) Online Portal

TMHP recommends that providers use Microsoft Edge or Google Chrome when submitting forms using the LTC Online Portal. Providers who use any other internet browsers may experience issues.

Providers who continue to have issues submitting forms using one of the recommended browsers can find instructions for clearing their browser cache at one of the following webpages:

· Microsoft Edge

· Google Chrome

Note: These links will take you away from the TMHP website.

Reading a Remittance & Status (R&S) Report

Providers requiring assistance reading R&S Reports can refer to the quick reference guide, Remittance and Status (R&S) Reports for LTC Providers. This reference guide provides an overview of the information provided on the R&S Reports. The reference guide also explains:

· When R&S Reports are generated

· What dates are covered

· How to access and view R&S Reports
