HCS and TxHmL Waiver Programs: Trending Issue Support, Volume 6

Since May 2, 2022, Home and Community-based Services (HCS) and Texas Home Living (TxHmL) program providers, local intellectual and developmental disability authorities (LIDDAs), and financial management services agencies (FMSAs) billing on behalf of consumer-directed services (CDS) have been submitting claims and forms to the Texas Medicaid & Healthcare Partnership (TMHP). TMHP has received feedback from providers indicating additional support is required. Resolutions regarding the most frequently reported issues can be found in the tables below.

Individual’s residential address in Individual Search

 

The Individual Residential Address in the Individual Search reflects the physical address from the most recent, finalized Individual Plan of Care (IPC). If the individual’s physical address has been updated using the Individual Movement (IMT) Individual Update Form, it will be reflected in any new forms being submitted. New forms (including IPC) submitted on the portal from the date the IMT Individual Update form was completed will reflect the new physical address correctly. 

Providers can utilize the Form Status Inquiry (FSI) function to look at the latest form of the individual, which will reflect the most updated address of the individual. The Individual Search function will reflect the new address only after another IPC form is submitted.

“Pending LA Review” status and action needed

Forms that require a LIDDA’s review or acknowledgment will be moved into status “Pending LA Review.” The LIDDA can utilize the FSI function to search for forms in status “Pending LA Review.”

Using the correct IMT Form to update the service coordinator (SC)

When a client’s LIDDA has changed, the IMT LA Reassignment Form is used to update the SC, LIDDA, county, and individual address under the new LIDDA.

If a client’s LIDDA has not changed, the IMT SC Update Form should be used to update the SC.
