HCS and TxHmL Waiver Programs: Trending Issue Support, Volume 10

Since May 2, 2022, Home and Community-based Services (HCS) and Texas Home Living (TxHmL) program providers, local intellectual and developmental disability authorities (LIDDAs), and financial management services agencies (FMSAs) billing on behalf of consumer-directed services (CDS) have been submitting claims and forms to the Texas Medicaid & Healthcare Partnership (TMHP). TMHP has received feedback from providers indicating that additional support is required. Resolutions regarding the most frequently reported issues may be found in the tables below.

Termination forms:
Submission process for clients with only CDS services

Termination forms for clients who have only CDS services are submitted by LIDDAs. After a termination form is submitted, the submitting LIDDA must contact Texas Health and Human Services Commission (HHSC) Program Eligibility and Support (PES) to acknowledge and review the form.

Individual Plan of Care (IPC): “Revise IPC” button absent

Providers and LIDDAs will not see the “Revise IPC” button on an IPC if the authorization end date from the current IPC is past 30 days.
