HCS and TxHmL Waiver Programs: Trending Issue Support, Volume 24

Last updated on

Since May 2, 2022, Home and Community-based Services (HCS) and Texas Home Living (TxHmL) program providers, local intellectual and developmental disability authorities (LIDDAs), and financial management services agencies (FMSAs) billing on behalf of consumer-directed services (CDS) have been submitting claims and forms to the Texas Medicaid & Healthcare Partnership (TMHP). TMHP has received feedback from providers and LIDDAs indicating that additional support is required. Resolutions regarding the most frequently reported issues are presented in the table below.

Adjusting Claims with Overlapping IPC Service Authorization Details

Providers and FMSAs were recently advised not to overlap multiple Individual Plan of Care (IPC) service authorization periods in claim details. Beginning July 26, 2023, claim details began denying with edit F0268 if the dates of service (DOS) crossed multiple IPC service authorization periods.

Claims submitted with overlapping DOS prior to July 26, 2023, can be adjusted to split the affected claim detail into two separate details to ensure accurate utilization tracking.

Note: Only claims with billing spans in the details are impacted. Claim adjustments are not required if the detail line items were billed for one day.

For instructions on how to adjust claims, refer to the Adjustments section of the LTC User Guide for TexMedConnect.

Note: To request a list of claims with potential billing span issues, contact the TMHP LTC Help Desk at 800-626-4117 (select option 1 and then option 7).

LTC Online Portal Staff ID and Service Coordination Permissions

Information about the functions and portal permissions related to the LTC Online Portal’s provider Staff ID feature and the LIDDA Service Coordination Unit Search and Personnel Search can be found in the HCS and TxHmL Waiver Programs User Guide.

For further details regarding permissions for these features, providers and LIDDAs can refer to the Create a User and Modify Permissions of Existing User sections of the Managing Your LTC Online Portal Account guide.

Additionally, providers and LIDDAs can refer to the following webinar recordings for video illustrations of the Staff ID and Service Coordination features:

Note: The webinar recordings are only available on the TMHP Learning Management System (LMS). To access the LMS, users must have an account. New users can register for an account or access the Learning Management System (LMS) Registration and Navigation Job Aid for Providers located on the LMS home page. Alternatively, they can send an email to TMHP Training Support for assistance with creating an LMS account or navigating the LMS.
